Yes, it's in English. But I suspect all of you have better English than my German. (My German isn't non-existent. But it is bad.)
Regarding the language, one thing you may or may not have spotted. Nowhere does it say who had which ideas. (But regardless of whose idea what was, it's Reiner's design.) One (but not the only) reason for that is that it's often impossible to tell when partially formed ideas are thrown around, let alone remember later. Also ideas aren't as important as you might think. But that means that it's all written in the passive voice. (It could have been done with lot's of "we did this", but that didn't work.) Unless you are writing technical papers (oddly enough, I do that too occasionally) don't copy that style! (Actually never copy my style, I'm rather too verbose.)
(The passive voice is "it was decided" rather than "Reiner decided".)

thank you very much for the nice report on playtesting and balancing the Buka. Your english ist easy to read for a german, so i think it's not really a problem.
For me, it was really nice to see for what realson you decided to give Dolora Paal the Protected symbol (which is the first for a special function card) and so on.
Even the competition between features is a nice approach.
And so on.
